Coordination of
the programme is the responsibility of the programme’s project team at the
Finnish Funding Agency for Technology and Innovation (Tekes). The project team
works in close cooperation with the key R&D funding bodies in
The programme has
a management group made up of representatives of the Ministry of Employment and
the Economy, the labour market and entrepreneurial organizations and certain
other ministries and R&D funding bodies. The management group has set
targets for the entire programme period. It also makes the decisions on annual
targets and operating plans and is responsible for evaluation of the programme.
An external interim evaluation of the programme is performed halfway through
the programme period and a final evaluation at the end of the programme period.
The management group reports on the progress of its work to the tripartite
Council for Labour Affairs.
There is an expert
group which acts a preparatory body for the management group. It is made up of
representatives of the Ministry of Employment and the Economy, the labour
market and entrepreneurial organizations and the Ministry of Social Affairs and
Health. The expert group processes the project applications received by the
programme. It is supported by a separate division that monitors the
implementation of method development projects and promotes utilization of their
results.
The programme has
an advisory body, the scientific forum of experts, that is made up of experts
from 31 R&D units. The forum monitors the implementation of the programme,
acts as an advisory body for decision-making in the programme, makes
development proposals for the programme, and acts as a national network for
experts in research-assisted workplace development.
The programme has
a network of contact persons at regional Employment and Economic Development
Centres (TE Centres) and Occupational Safety and Health Inspectorates. The
contact persons make statements on project applications originating in their
region, disseminate information on the programme and its results, arrange
seminars and work with the programme’s project team to find ways of combining
the service forms of TYKES and the TE
Centres.
